Ludwigia repens

Very beautiful beginner water plant. It is fast growing and can benefit with CO2 addition to grow well. The leaves turn blood Red if sufficient light is provided and grown submersed with CO2. 

It doesn't need CO2 if it's getting adequate lighting and fertilising.
